Error -2147024891 Attempting to Extend Schema

Error -2147024891 (0x80070005) setting auxiliaryClass new user class

I copied ssprADSschema.exe from the SSPR installation to a Win2008R2
domain controller and executed it there. I had previously tried the same
thing on a Win2012R2 domain controller and received a message that it
had been unable to modify the registry to allow schema extension and did
I want to continue anyway? I said no and moved to the 2008R2 DC which
gave the above message with no prompt.

I am a member of Enterprise Admins, Domain Admins and Schema Admins. Our
functional level is 2008R2.

I looked using ADSIEdit to see if that error was possibly indicating the
schema had already been extended, but did not see the pwmuser class
attribute in the schema partition.

Any suggestions how to proceed?
