SSPR - illegal address for email alerts?

This is weird:

Login to SSPR (3.1), in the Configuration section, I see an alert for:
Email: Unable to send email due to illegal address

That's all it says.

I've checked the email config section and it's got the correct SMTP Server and the "to" addresses are using the tokens:
@User:Email@

Try configuring the Site URL setting.

It is configured. I had an SR open a while ago and NTS said to put in the name of the server URL we publish in DNS.
