Permit process mailboxes access to SMG

There are numerous process service email mailboxes but none have access to Secure Messaging Gateway. Our clients send emails to these mailboxes and are often blocked, but there's no insight as to when, why, or what triggers it. With access, we can whitelist them and continue working without opening Service Tickets requests to get them whitelisted.
