Password Policy - limit beginning character

One of our application's (web-based voicemail) password policies has a
restriction that it cannot begin with a Zero (0).

From what I can see in the password polices, I cannot create this
restriction. Is there a trick to accomplish this or is it just not
possible?

something down that road, you could refine it with a counter to present
the user with different texts in the password-change dialogue, if the
first password was not accepted ...:

Use StrLength and PositionCharacter commands to check the first position
and force a character to be present when changing passwords.
simple way would be POSITIONCHARACTER UPPERCASE 1
So first position needs to be an uppercase character.
