7.11.410 Patch 17 - error in application se.view.engine

I just installed 7.11.410 patch 17 to our DEV and QA systems.  Everything seemed to be working fine until today.  I am getting the following error when displaying a change ticket that is in Change Approval phase, viewing the Approval tab, selecting the "current approvals" and then clicking the Back button:

I see in the patch unloads that se.view.engine RAD and format was modified. I do not see DocEngineUtils in the ScriptLibrary.  Is that the problem and how do I get that ScriptLibrary?

I need to get this resolved before moving on to production.
