Audience tab in Reports is getting disabled for report owner
We could see Audience tab is read only for report owner when audience is set to "Everyone". (User role is not Admin. Its an regular user).
Scenario: If Report owner is setting audience to operator/assignment group/.., then particular Report is editable by owner. If it is set to to Everyone, then particular report is not editable by owner itself.. only sysadmin can edit it.
We need to change this configuration to be ediable by report owner though the audience is set to Everyone. Sysadmin can edit, but we need report owner also sholuld have similar access irrespective of user role/profile.
Could you please let me know, in Service Manager where it has been set?

Once you set a report audience to everyone, it becomes a global report. As far as I know, only report admins can edit global reports even if the report owner is a non-admin person. You will need to grant the user report admin rights to edit global reports, which I think you would not want to do. If you set report audience to assignment group, the owner will have control. You can also test by setting the report audience by role.
Yes, It works by setting the report audience by role.. But we need to set audience to everyone and at the same time owner should have edit access to report.
You can try granting the user role "Report Manager" for the user. View https://docs.microfocus.com/SM/9.60/Hybrid/Content/reporting/concepts/report_user_role.htm with details on report roles. Even though the bottom note is from the documentation, the report role matrix lists who can update report based on their role. For example, if a report owner only has the "Report Viewer" role, they cannot update the report even if they are listed as owner.
Note: Only the report administrator can share a report or dashboard with everyone. If a report or dashboard is shared with everyone, then only the owner or report administrator can update this report or dashboard.
