Can Service Manager notifications call an API?

Can Service Manager notifications call an API?

I want to have incident ticket notification call a Twilio API that will trigger text messages.
Where and how would this API call go?

The simple answer is yes. You would likely use the doHttpRequest method:

https://docs.microfocus.com/SM/9.60/Codeless/Content/programming/javascript/reference/javascript_global_method_dohttprequest.htm?Highlight=dohttprequest

Also, you may want to explore the documentation further regarding calling external Web Services.
