The first thing I would check is login.DEFAULT formatcontrol and be sure any queries there are properly keyed, and never occurring if the where clause ends up with and IS NULL, as that will also cause a full table scan.

There could be numerous reasons of slowdown,

- Check DB health status
- Check DB server resource status
- Check Network bandwidth/status between DB and SM server, client and SM server.
-- Also if you have embedded new GLs, large cm3 groups hen it will also lead to slowdown.

If nothing works the enable the RTM parameter as below in sm.ini restart the SM service , reproduce the issue and look in to log file, it will tell all the stuff. After analysis remove these parameter as this will generate huge logs and hit the performance.

RTM:3
