Go to FC "login.DEFAULT". Go to subroutines tab. Call the RAD application "bulletin.key" with these conditions:
add: true
before: true

Try out.

Thanx Mayur, it works fine!
One improvement would be appreciated: yours solution replaces To Do. It is possible to show both forms, e.g. just add another tab with System Bulletin?
Thanx in advance
