how to configure HPSM (9.3) to send email to the problem manager when check box "problem candidate" is checked?

You need to look in the notification table, at the record which is called when a problem ticket is updated (probably PM Update or something like that). Then add a new line in that record, with a condition similar to problem.candidate in $L.file=true and not same (problem.candidate in $L.file,problem.candidate in $L.file.save) - you can also reference the existing notifications for the other aspects of the new line you'll be adding.
