HPSM service does not start.

sm.exe immediately closes all processes.

Why can happen?

As I supposed, the Service Manager at the stage of setting need a license type "instantOn".
You can add it with the command

sm -instantOn

You need to look into log files.

 JRTE E Failed validating license. Terminating the process.
 JRTE E Add your licenses in C:\PROGRA~2\HPE\SERVIC~1.50\Server\RUN\LicFile.txt
  RTE E HP Service Manager is unable to start. Failed to initialize or attach to shared memory environment
  RTE E Failed Initializing Java.

But the license is a fresh

unfortunately the log file says otherwise.

Such troubleshooting can make only you: check file, path,...

And by the way this is new one instalation or it was work system and something changed ?

you could try

<sm install>/run/sm.exe -verifylic

check if this is successful.
