How to make a secure link from ESS open in a new browser tab and not reuse the current tab

Hello experts, 

When adding normal/unsecure website links in our ESS menu page they open in a new browser tab, but when we add links from our department's secure site it reuses the current tab to open the link and also opens a blank page in a new tab. Is there anyway to resolve this issue?

It seemed to only happen with Internet Explorer and I was able to resolve the issue by going to  Internet Options > Security > and unclicked the "Enable protected Mode"

We're on version 9.33 and it seems to work fine in Edge but in Chrome and Internet Explorer it reuses the page and opens a blank page in another tab.
