New SRC Catalog Item not created in svcDisplay

I'm trying to created a new Catalog Item in SRC, and it's not creating an entry in the svcdisplay table, so it's not visible in the Service Request Catalog.  I can see from the Manage Items menu, and in the svccatalog table.  Is there a step I'm missing to create the svcdisplay entry?
