SM will not restart unless the whole server is rebooted

I'm scratching my head: (Test) system is running fine. I do smstop - f, Don't change a thing, and then do smstart. And the system will not come up.

We completely turned off the server (it's virtual), and back on, and Service Manager is running fine.

I have to be able to stop and restart the system to make minor changes to the sm.ini.

What would cause this behavior?

Disregard - It was an incorrect Path setting on a newly built Virtual system.
How many times has $PATH settings bitten me? Too many to count.
