SRC user selections that can prevent requestor from submitting

We are using SM 9.50 and I am building out Request items. I have a business requirement to add qualifing questions to some of the items.

For example, having a question such as: "Is the transaction a credit card transaction?" with the options being, Yes, or No. If the user selects Yes, I want to display a message such as "Credit Card transaction can’t be voided. Request cannot be processed." and then prevent the user from submitting somehow.

I have tried creating a second user selection that is mandatory and is only visible if the answer to the first question is "No", but you are still able to click the "submit" button and proceed with the request.
