Time conversion

We have a webservice integration with another application,  they are sending a request to HPSM to create a change ticket. The planned start and Planned End in the SOAP requets is below

<PlannedStart>2017-11-02T23:00:00.000-07:00</PlannedStart><PlannedEnd>2017-11-03T01:00:00.000-07:00</PlannedEnd>

When HPSM creates the Change ticket the time is converted to the below format

planned.start in $L.file=11/03/17 02:00:00 and planned.end in $L.file=11/03/17 04:00:00

 

The timezone in system info record is Eastern time zone, and the operator id used for web service has no timezone set in the operator record. There is no logix that converts time to this format in the extaccess record.

Yes, this is the equivalent in EDT.
