Trigger for the "triggers" table don't work

Good day! I added a trigger for the "triggers" table, but this don't work. Any prints, which I'm added in JS panel, is not printed. How to make it work?

We need to save an information about triggers file, if it changed (We keep the change log for configuration objects)

Wouldn't turning on devaudit ("audit development changes" in turn audit on/off) do this automatically?

We need to use own functionality to tracks changes, because we need to track our own objects. We were hoping to use triggers for tracking.
