Question:
Can a user such as 'Developer' to be able to create and modify their own schedules?

Answer:
Schedules are bound to the “Manage administration settings” permission. Therefore, a user cannot create and modify their own Schedules. To create schedule for a user such as 'Developer' use either a super user or who has the ability to administer permission settings. To view ‘Schedule’ give permission to a 'Developer' ‘Permission to view all areas of administration except system settings, execution servers and log files'. – with this permission 'Developer' user will not have access and modify User Management, potentially elevating his/her privileges / setting him/herself up as an Admin/Superuser.
