Problem:

Is there a way to restrict users from entering a Bug or Enhancement, but still allow them to route already entered issues through the system?

Resolution:

Currently there is no way to restrict users in SilkCentral Issue Manager in this way. However, there is an RFE logged for this to be considered in a future version. If you would like to have your details added to this RFE, please contact support@borland.com, quoting this resolution ID.
