Resolution:

This is a known issue in SCIM 4.0. When you make an Issue Type inactive via:
ADMINISTRATION | CONFIGURATION | LIST OF VALUES | ISSUE TYPES
This should remove the inactive Issue Type from the drop-down list when entering a new issue. In SCIM 4.0 the issue type is still listed in the drop-down list even if it is inactive. This is planned to be fixed in a future release.
