Why is my new custom user role not available when creating a new user?

Problem:

Why is my new custom user role not available when creating a new user?

Resolution:

In order to be able to assign a custom "user role" to a new user, that "user role" must be set to “Allow New Assignment”

To allow this new assignment:

1. Go to Administration | users | roles

2. Find the user role in the list;

3. Click on “No” – This will automatically change the “Allow New Assignment” for that user to "Yes"

4. The role will now appear in the drop down list when adding a new user.
