Add a filter based on import files

We need some fucntionality to filter all the tests with issues assigned, to later assign to an execution only the tests with no issues. We thought to create an attribute issue, list type with options yes/false and assign it to each test. After this, we would filter these tests and assign to an execution only the ones which have attribute issue='no'.The problem is that we have around 100 tests with different issues and there is to much manual work. Is there an option to create and assign this issue attribute based on import file, let's say an excel, where we have each test marked in a column with a X if it has an issue assigned or not?

As an additional info, I think we could create a filter using the 'Assigned issues' criteria, but for this, the issues has to be already assigned to the test. If we could somehow assign to all tests the issues from an import, and not do them manually, it woul be great.
