BrowserStart function reports the error "BrowserEngine: 65 - Communication to Browser engine failed"

BrowserStart function reports the error "BrowserEngine: 65 - Communication to Browser engine failed"

This applies to SilkPerformer 9.5.
If the error, "BrowserEngine: 65 - Communication to Browser engine failed" is reported, any subsequent attempts to restart the perfBrowserHost process (the Browser Driven Load Testing replay process) using the BrowserStart() function will fail resulting in the same error being reported again.
This issue can be resolved by applying Hotfix 3 to SilkPerformer 9.5

I'm seeing this behavior in SP 16.5, is there a hotfix available?
