This issue can occur when the Citrix ICA client process and the Silk Performer process are started by different user accounts which have different permissions (for example standard user versus administrator user).  Silk Performer is configured to run with local administrator privileges by default but it is very possible that the Citrix ICA client will be configured in the same way.

If you encounter this issue then you should start both the Silk Performer process and the Citrix ICA client process with the same administrator account.
