What can cause a "WebEngine: 71 - Html verification, SYSTEM: 71 - No more connections..." error?

What can cause a "WebEngine: 71 - Html verification, SYSTEM: 71 - No more connections..." error?

This is a known Microsoft error that occurs when a user at a computer running Windows NT or Windows 2000 Professional, attempts to connect to an Windows NT Workstation system that already has ten users connected to it. You may be notified of the error through Silk Performer, though it is not an error caused Silk Performer itself.

A workaround is to manipulate the ten computer connections limit, which involves lowering the auto-disconnect time enough to encourage computers to be disconnected earlier after a period of no data transmission being sent.
