When monitoring PeopleSoft what causes the error "PDCE: 701 - Query for Ltci performance counter update failed"?

When monitoring PeopleSoft what causes the error "PDCE: 701 - Query for Ltci performance counter update failed"?

The reason that the error is reported is that you can monitor many different PeopleSoft processes from this PeopleSoft SilkEssential package such as "PSAPPSRV","PSMSGDSP","PSMSGHND", "PSQCKSRV" etc.. However if you only have one instance of PSAPPSRV running and none of the other processes are running on the PeopleSoft installation, then the error is reported. It is best checking with the PeopleSoft administrator which processes are available on each machine you wish to monitor, before attempting to monitor. If you are confident that the process you are monitoring is running and you still get the error then contact Support.
