How can I restart my browser if a testcase fails in SilkTest?

There are two possible failure states for a browser;

1. The browser fails to restart correctly

2. The browser hangs and will not close.

The following code makes use of the Windows TaskKill function and if used as part of TestCaseExit(), will deal with both scenarios.
