Open Agent substitute for the Classic Agent 'Desktop.GetActive()' method

The Open Agent does not have a native method of retrieving the title of the current active window on the desktop when the active window is not known. The following 4Test function will get the current active window and return the window title (if it has one). The msw32.inc file contains all the necessary Silk Test internal calls.
