Runtime.exe unable to open optionsets?

I have been looking all over for documentation on this and have been unsuccessful. 

I am running a test plan through the runtime.exe and inside it, it changes the option set through the optionset: key word in the plan.  Every time I try to run the plan it says "Unable to load C:\directory1\directory2\directory3\filename.opt".

If I open that option set and run it then bombs on the other options set I have defined in the plan.  So the only way to have a plan run through the runtime.exe is to have that optionset open and you can not change it? Does anyone know why that is?    I am able to do that when running the test plan through the SilkTest Classic (partner.exe).

This error is generally associated with the Silk Test Classic Project project_name.ini or partner.ini being read-only. It can also occur if you have insufficient privileges to modify these files, for example if UAC is enabled.

This error is generally associated with the Silk Test Classic Project project_name.ini or partner.ini being read-only. It can also occur if you have insufficient privileges to modify these files, for example if UAC is enabled.
