FSFEngin 669 error

I get a 669 error when trying to start the fsfengin.

I've tried putting the proxy users on several different containers and
changing the password policies. All no good.

Jeremy,
A 669 error is a failed authentication... Can you tell me if the Engine
server holds a copy of the partition where the Proxy Accounts are
located? This has helped others...

I have only 1 partition, root, and the server holds a RW copy.

O=ERPS
OU=HS.O=ERPS
CN=NSMProxy.OU=HS.O=ERPS
CN=NSMProxy2.OU=HS.O=ERPS

My Server's context is:
CN=ERBK1.HS.OU=HS.O=ERPS

TimeSync is good and all the servers are synced.

All Processes=YES
