StormRunner OPLG installation fails on Win 2012 R2

StormRunner OPLG installation (StormRunner Load Generator 3.4.12.0) fails with message:
"you first must install .NET Framework v3.5"
However the server already has .NET 4.5.

I tried to run "NDP47-KB3186497-x86-x64-AllOS-ENU.exe from: StormRunner Load Generator 3.4.12.0\prerequisites\dotnet47
It upgrades .NET to 4.7 but further attempts to install OPLD still fail with the same message.

Here are the last several lines from the installation log:

hi,

.NET 3.5 in windows 2012 and 2016 is bit tricky.

i recommned to add them in the OS level before the OPLG installation (thru add remove features).
