COBOL Report Writer creating reports in ASCII

We are converting our Mainframe COBOL programs to Micro Focus COBOL.  We have set the environment to use EBCDIC character set.  For some reason, our reports produced with Report Writer are being output as ASCII.  Is there a directive we need to force the output from Report Writer programs to out put as EBCDIC?  This only happens when the COBOL Program uses Report Writer.
