[ST OMU] Message storm configuration not working correctly

PROBLEM:

In Operations Manager for Unix (OMU) 9.10 Policy storm detect circuit on the OML server has been configured according to the manual.
Uploaded the policy, assigned it to the OM server and distributed it.
The ECS is running and the engine shows the info and stats.
The policy-based message storm policy is working but when a message storm occurs the operator action does
not work and it doesn’t enable this policy on the agent.
The OMU local agent version on the Management Server is 11.13 and agent versions for the other nodes
are mixed (11.05,11.04,11.10...etc).



CAUSE:

The root cause has not been determined.

SOLUTION:

1. First deassign and distribute everything (note the use of  "$(hostname)" construct - this assumes the command will return correct output for assignment, change this if needed):
 
#opcnode -deassign_pol pol_name=PolicyStormMessages  pol_type=msgi node_name=$(hostname) net_type=NETWORK_IP
#opcnode -deassign_pol pol_name='PolicyStorm_Detect' pol_type=ec node_name='$MGMTSV'  net_type=NETWORK_NO_NODE
#opcragt -distrib -force '$MGMTSV'
#opcragt -distrib -templates
 
 After this the relevant policies should no longer be assigned and distributed, and the "opcecm" process should no longer be running
(assuming there is no other ECS circuit loaded).
 
2. Now prepare the data store file:
 
#/var/opt/OV/shared/server/datafiles/policies/ec/ECpolicy_storm.ds
 
The trick here is to have the data store file ready before the circuit is loaded.
 
3. Assign and distribute (same comment about hostname command as above):
 
#opcnode -assign_pol pol_name=PolicyStormMessages  pol_type=msgi node_name=$(hostname) net_type=NETWORK_IP
#opcnode -assign_pol pol_name='PolicyStorm_Detect' pol_type=ec node_name='$MGMTSV'  net_type=NETWORK_NO_NODE
#opcragt -distrib -force '$MGMTSV'
#opcragt -distrib -templates
 
Now verify if "ecsmgr -i 11 -info" does not complain about "not associated" data store (it should not).  
 
Issue should be solved now.
