running .pl script from actions menu

I have a perl script that I can run on a windows server using the HP copy of perl in nonOV\perl...

 

Works great.  However, when I define a tool to run it, I get the following error

Tool started, please wait
_______________________________________________________________________________
          Command Output                No. 1 of 1
                                        Node: xxxxxxxxxx.xxx.xxx
                                        Time: 09/01/15 16:09:06

Error: The Process could not be started.
System Error Number: 193 (c1) -

 

It is a windows error, but it is not giving me any idea of what command failed or why.

 

If you have seen this before, I would LOVE to know how you figured out the cause and how you fixed it.

 

The tool simply is...

 

script.pl

I think you should start

perl.exe "%OvInstrumentationDir%/script.pl"
