I faced similar issue and contacted our third party support guy. Here is the steps he followed to get the issue fixed.

- When it got stuck, we opened task manager and found the PID along with command line that matched regsvcs.exe "c:\Program Files (x86)\Micro Focus\Unified Functional Testing\bin\HP.ST.Ext.STRemoteAgent.dll"
- We ended this task which resulted in the error in UFT wizard asking to continue or cancel.
- We opened command prompt as admin and ran the following:

cd to C:\Program File (x86)\Micro Focus\Unified Functional Testing\bin\
C:\Windows\Microsoft.NET\Framework\V4.0.30319\regasm "c:\Program Files\Micro Focus\Unified Functional Testing\bin\HP.ST.Ext.STRemoteAgent.dll"
- In UFT wizard we pressed continue and it worked but got stuck at next dll.

- Again , we opened task manager and found the PID along with command line that matched regsvcs.exe "c:\Program Files (x86)\Micro Focus\Unified Functional Testing\bin\HP.ST.Ext.STRemoteAgentSSE.dll"
- We ended this task which resulted in the error in UFT wizard asking to continue or cancel.
- Back in command prompt ran the following:
C:\Windows\Microsoft.NET\Framework\V4.0.30319\regasm "c:\Program Files\Micro Focus\Unified Functional Testing\bin\HP.ST.Ext.STRemoteAgentSSE.dll"
- In UFT wizard we pressed continue again and it completed the installation

Root cause is that this machine can not properly register the above two DLL files. There is either a security issue or it is possible that .net needs to be repaired or clean un install then reinstall.
