Unable to determine the status of the product license: MFCES_ERROR_SECURITY_UNCONFIRMED

Problem:

When opening a project, intermittently, the following error message might appear:
Unable to determine the status of the product license: Unable to retrieve error details for error MFCES_ERROR_SECURITY_UNCONFIRMED

Resolution:

This error can occur if the Micro Focus CES Daemon is not started using the Local Windows  System account. Check that the Local System account is used to start this service.
