Custom ADM issues

We're having a little problem with our Windows Group Policy setup.

We have a custom adm for pushing out Novell Client settings and a few other things we add as needed but it appears that if we change the adm the policy will fail to apply. If I open gpedit on the workstation and remove the custom adm, refresh the client the policy applies. If I just do a refresh without clearing the old adm out the way the new one does not get copied down.

I've also noticed that the custom adm doesn't even take effect, I can set options in it and the registry changes don't happen, if I use the adm on a standalone workstation it works fine. This is any custom adm we use, not just the one we have build.
