MSI error 1612 with incorrect description by ZCM

After upgrading to 10.2.2 we are seeing quite alot of MSI 1612 errors for a number of bundles that worked earlier.

On some machines it works, and some it doesn't. We have not yet seen a pattern. They are all freshly installed, but perhaps in different stages in the Windows Updates. The one with problems in front of me is fully updated with all important windows updates.

The description for the MSI 1612 error in Windows XP event log and LocalStore\zmd-messages.log is "This installation package cannot be installed by the Windows Installer service. You must install a Windows service pack that contains a newer version of the Windows Installer service.".

But this is very odd because that description should be for MSI error 1613.

I wonder which is correct. The error code or the description.
And I wonder why the bundles fail on some machines.

Updating msiexec from 3.01.4001.5512 to 4.5.6001.22159 solved the problem with the message occuring.

The update had to be manually performed as Windows Update didn't update msiexec automatically.

I cannot verify the issue of the wrong description vs msi error code after the update since the problem generating the error is gone.
