Primary Server Adresses removed from Deployment Package conf

We have two primary ZCM Servers and configured them in the Deployment Package Configuration - Step 2: Provide Primary Server information so if one of the primary servers is not reachable the agent tries to connect the other server. Upgrading from ZCM 10.3.1 to 10.3.2 this configuration information was removed by the upgrade process. Now some of the newly distributed workstations do not have the information about both ZCM servers.
Question: is this behaviour "works as designed"?
Question: If I change this settings (adding or removing a second primary server) is the agent already deployed to the stations also updated?

That information is only used during Initial Agent install.

Closest Server Rules should be used to control agent behavior after install.
