Win 7 GP app locker rules not working

Hi Folks, we are in the process of trying to implement some app locker rules in our Group policy. The problem I’m finding is that they are not being enforced.

The App Identity Service is running. The Enforcement is set and the rules are correct. If you open the local group policy (on the local WS) you can see the rules in there. However its not until you open one and click apply does it start working.

Alternatively you can run gpupdate /force and they will start to work.

So Zen appears to be doing its thing and putting the rules down on the local machines, but they are not active. Its strange. Any Ideas ?
