ZCM Agent 10.2 and remote control function

After upgrading to 10.2, I am getting the following message when trying to remote control my clients (10.1.1 and above) "Effective settings are set to not allow remote management on indicated device". I have tried creating a new policy in 10.2, disabling the old policy but to no avail. Any ideas as to where I need to begin looking in troubleshooting this issue?

You may need to remove the "Remote Mangagement Viewer" via Add/Remove
Programs. Then when you go back into the ZCC there will be a link to
reinstall it when you go to RC a device. I have not seen this with 10.2
yet, but I recall needing to do this in the past.

I have already removed the existing remote management viewer and re-installed the one located under the administrative tools section on the ZENworks download page located on the zcm server. I still got the same message.

I have updated my policies for remote management to allow vnc to connect to my clients and am able to do so via TinyVNC. It just seems the built-in Zen piece is throwing up the error and I am not sure where to begin trouble shooting that side of the process at this point.
