location throttle rate

In zcm 11.2.4 there is an option to set a throttle rate per location. Is there some more info on how it actually works? Does this control the rate per device or for the entire collection of devices which match the location?

So if the throttle was set at 100kbps and there are 10 devices in that location each would get a maximum of 10kbps at all times? Or is the limit divided amongst the number of devices currently downloading content?

If memory servers correct, it is per device.
Be very careful if you set throttling on a primary or sat, because that will be total output by the sat/primary not per connection to the primary/sat.
