Which version of Windows?
Which build of eDirectory?
Did it ever work or is this a fresh install?
Assuming you did configure LDAP for ports 2389 and 2636: did you verify that these ports are really free (netstat -ano)?

How do you know "Ldap service is up and running" and how do you know it is
"not listening", specifically?

It depends on how you tested this. I would guess, based on past
experience with windows firewalls, that it may just be the firewall
blocking access, but testing with 'netstat' should show you whether or not
eDirectory itself is listening, regardless of whether or not the socket is
blocked by the firewall. Alternatively, you may want to check the
ldapInterfaces attribute on the LDAP Server object to be sure it looks as
you expect it should.

Another option for troubleshooting is to run ndstrace with +LDAP to see
if, when the nldap module is loaded, you see any interesting messages. Of
course, ndstrace is for Linux installs, but there should be an equivalent
on windows.

There is a dstrace for the Windows version, though I haven't used it in (mumble, mumble) years. You'll find it in ndscons.exe as "dstrace.dlm - Trace for NetIQ eDirectory".

Personally, I use iMonitor / trace when I have to do eDir on Windows.
