Mono and ldap not working on 2003/IIS6 for asp.net app

Hi,
I am unable to get Mono and ldap to run on a Windows 2003/IIS 6 server for
an ASP.NET application to bind to eDirectory with SSL. I have got it
running locally on XP/IIS 5 but have been unable to get it working on the
test server for over a week.

The error in question is

LdapException: (114) SSL Provider not found

I have done quite a bit of research on this error and I believe it is
because the Novell.Directory.Ldap dll cannot access the Mono.Security dll.
The mono dll is in the applications bin directory and system32 folder and
have placed it in the GAC via the gacutil. Still nothing. Like I said,
this setup works locally with no problems.

Is this a permissions issue? I have tried adding various permissions to
the mono.security dll but so far nothing

Any help would be great as I am out of ideas....
