If you're going to store some kind of large binary or character data in
an eDirectory attribute you should set the attribute up as a Stream
attribute. The other types may set an upper size limit of 2^31-1 bytes
but due to some limitations in NCP (the protocol used in eDirectory for
connections) the limitation is much smaller. Stream attribute can be
split up when replicated so they work regardless. I do not know that
this is your issue currently (-649 is usually something else... maybe
restart eDirectory to see if that helps) but unless you're dealing with
tiny amounts of HTML (< 32Kbytes or so) eventually you're going to hit
other issues that are harder to fix.

See my original reply as it still applies; this is by design because you
used to be able to set the attribute larger then 64k-bytes (32k
characters using double-byte data storage) but then the values could not
replicate and you'd get (I think) -699 errors during replication and
that really stunk. At least now it tells you that you cannot set it.
Again, Stream attributes work past this by splitting up the values.

I've seen the exact same problem with srvprvQueryList. It is defined as a CIS without upper limit and is used by UserApplication
to store user defined queries in the directory search portlet. Content is a xml document and some users reports problem saving
new searches and a ldap trace shows -649. IMHO syntax should be stream.

I've reported Bug# 767087 for the UserApp's attribute definition to see
if that can be correct in the future. Also note that Bug# 328377 was
reported quite a while ago for the problem with the longer attributes
failing to be replicated, and somehow resulted in the -649 being
returned when setting these longer values (to avoid the -699 when
failing to replicate). This bug is still open for the original issue of
making replication possible for larger values in non-Stream attributes.
