Setting universal password for many users

Is there a way of setting universal password for new or mass users? I
know JRB tools can do it, specifically setpword.exe, but I can't figure
out syntax. thanks.

Just use LDAP;

dn: cn=user,ou=context,o=goes,dc=here
changetype: modify
replace: userPassword
userPassword: putNewValueHere12#$

Send in the resulting LDIF(s) via something like Apache Directory Studio
(GUI tool that is great/free/cross-platform), ldapmodify (command line),
ICE (command line or iManager), etc.
