Change the printer driver after iPrint printer is installed?
2 questions:
After I upload the driver to the Broker, do I need to restart Broker.nlm?
After I download the iPrint printer to my XP workstation and then I change
the printer driver from PS to PCL on my workstation. Will the printer uses
the PCL or the PS driver from my workstation?

Printer drivers are only checked upon initial install. If you upload a
newer driver to the server, iPrint will not automatically update the driver.
If your iPrint server installation is new enough, you can however use a
trick to force the reinstall of the pritner by renaming the printer. This
will cause iPrint to remove the old printer and reinstall it with the new
name.

I meant after I downloaded the iPrint to my XP workstation and then I
change the printer driver that is on my workstation. Will that break
iPrint. I like to test how different drivers reacts to this iPrinter
without creating two printer objects.
Any issue with the above?

There should be no issue. iPrint doesn't care if you change the
workstation driver after installing the printer.
