NDPS and HP printers

We have been running Netware 6.0 sp5 for quite some time with HP printers using the Novell SNMP gateway and LPR printing. Recently after switching to NW 6.5 SP6 we have noticed that more often than not the NDPSM will not bind to our printers unless we enable 9100 printing and use the HP Gateway. This is very frustrating and is not at all how we want to print to the HP printers. Any ideas on what changed?
