NDPSM not pushing changes out to users

We have Novell 6.0 sp4
Workstations are WinXP Pro with Client 4.91sp2 and Win98SE
We have controlled access printers using NDPS.
When I add users to the list of those who should have access to the
printer, they do not get the drivers automatically downloaded through ndps.
If I check Update Drivers, the drivers do not apparently get updated.
If I use Win XP and manually install an NDPS contolled access printer, it
will be available until the next reboot. It is then deleted from the
workstation.

Any suggestions as to where I should look to find out what is causing this?

Sorry.... We are using Client 4.91 with NO sp installed. Sorry about the
brain cramp.

NDPSM version is 3.01b
NDPS Brocer version is 3.0.8
NDPS HP Gateway is version 2.10a

all printers are HP laserjet (one 4050n, two 4500n)

NDPSM not pushing changes out to users

Sounds to me like you have RPM running from multiple locations (user,
groups and/or containers). One is overriding the other.

That is what I thought too. I went through and removed all of my RPM
settings, then assigned everything at the user level. Still not getting
things pushed out.
