Spool directories retaining print jobs

NetWare 6.5 sp5, ndpsm 3.01.17, ndpsgw 3.02.01

The spool directories on some printers continue to retain printed print
jobs but there is no retain settings turned on. This doesn't happen for
all printers but a fair number of them. The jobs don't end up in the
RETAINED folder they end up in the normal printer agent spool location.

This is happening on 3 different servers that host print managers (single
broker).

If I turn some form of retention on it will retain the job and remove it
like as designed.

Some of the spool directories have jobs from April '05, which is pre-
install of SP5 so I'm not sure how long this has been going on. An help
would be appreciated.
